On the cusp Moon or other Planets?

I have a 0 degree Gemini Moon. I have at times feel like I had some of the characteristics of a Taurus Moon? My question is, is the Sun the only "planet" that can be on a cusp?

    Not at all

Every planet reaches a cusp and energy transferance is an issue with them all during that period. Clearly, the energy doesn't just abruptly "end" a single exact moment. A cousin of mine has a moon at 0 degrees Aries, but she certainly shows all the tale tale signs of a Pisces moon, not Aries.

It makes sense to me to suspect that the faster moving planets (moon being the fastest) have a much shorter "grace period" than the slower moving planets and take on the energy of the upcoming sign much faster than, say Jupiter , which stays in one sign for approximately a year

Yes, this is true. Note the closest conjunctions you have natally and watch how transits 'kick' off those aspects. In my experience, the fastest planet reacts first (unless retrograde) and my closest aspects are moon/sun conjunct followed by moon/mars trine.
